THE REPORTED LETTER
On 17 September, The Times reported that Football Association chair and FIFA vice-president Debbie Hewitt had written to FIFA's leadership. The complete Times article was not accessible without login; InFIFAntiNo reviewed its headline and subheading, while Sky News and Reuters supplied the detailed public reporting used here.
Sky News reported that Hewitt requested the release of records concerning the withdrawn FIFA Forward Enterprise proposal and FIFA's decision to lift United States forward Folarin Balogun's World Cup suspension, and that she also sought an independent review. It said she wanted transparency before the next FIFA Council meeting in mid-October. Reuters separately reported, citing confirmation from an FA source, that Hewitt wrote seeking the release of material on both matters; Reuters reported that the next Council meeting is scheduled for 15 October. Neither report says the requested independent review had to be completed by that date. These are requests described in reporting, not decisions already taken by FIFA or the Council.
WHAT REMAINS UNVERIFIED
InFIFAntiNo has not reviewed the letter itself. The official FA material checked on 17 September did not provide the document. Neither the complete Sky News report nor the complete Reuters report reproduces the letter; the complete Times article was not accessible. Reuters cites confirmation from an FA source that Hewitt wrote seeking the release of material; that source attribution is not equivalent to direct inspection of the letter. The reporting does not establish that FIFA has supplied the requested records, commissioned the requested independent review, opened an investigation or reached findings about either matter.
FIFA'S EARLIER POSITION
FIFA said on 5 August that mistakes had been made in the investment-plan process and that a review would be presented to the Council. That earlier commitment is not a response to Hewitt's reported letter. Sky News reported on 17 September that FIFA had committed to its own review and that Infantino had denied wrongdoing generally in relation to the scheme. Reuters said it had contacted FIFA for comment on the reported letter.
THE LATER GOVERNANCE PROPOSAL
Infantino's 21 September letter proposes an assessment of governance for strategic initiatives. It does not establish delivery of the records or commissioning of the review Hewitt requested.
