THE DOCUMENTED GROUP AND FIXTURES
FIFA's match schedule, dated 16 September, places Russia in Group AE with Afghanistan, Djibouti, Sierra Leone, Sudan and Türkiye. The schedule lists Russia's five qualification-stage matches across 24, 25 and 26 October. The Russian Football Union published the same group and fixtures on 17 September.
The PDF metadata identifies the file as version 8 and shows creation and modification on 16 September. The document says the schedule is subject to change; the grouping and match times are therefore the published plan, not completed results.
DATES AND DEVELOPMENT FORMAT
FIFA's announcement of 18 September describes play from 24 to 30 October. The official schedule separately shows arrival on 22 October, training on 23 October, qualification matches from 24 to 26 October, a rest day on 27 October, tournament-stage matches from 28 to 30 October and departure on 31 October. This distinguishes the playing period from the wider event timetable.
FIFA says the 191-team event uses an 8v8 format and is intended to give young players from associations of different sizes meaningful international matches and exposure to different football cultures. That is FIFA's stated youth-development rationale.
A LIMITED RETURN, NOT A GENERAL REINSTATEMENT
The FIFA Council decided in December 2025 to create U-15 festivals open to all 211 member associations. Russia's invitation therefore follows that earlier decision; the September group publication is not a new Council decision on the broader suspension.
AP describes Russia's inclusion as a partial return after Russian teams were excluded from FIFA and UEFA competitions in 2022. AP reports that there is no current prospect of a return to the men's or women's European Championships or Champions League, and cites UEFA president Aleksander Čeferin as saying Russia's senior teams will not return while the war in Ukraine continues. The U-15 listing does not establish a general lifting of FIFA or UEFA sanctions.
FLAGS, ANTHEMS AND ABSENT TEAMS
The Russian Football Union says the U-15 side will appear with the Russian state flag and anthem and calls this its first official FIFA tournament since 2022. The FIFA announcement and schedule reviewed by InFIFAntiNo do not themselves state the flag-and-anthem conditions, so that detail remains attributed to the RFS.
AP reports that 37 of UEFA's 55 member associations were included in the draw and that Ukraine, Germany and the Netherlands were absent, as were the United States and North Korea. The sources reviewed do not establish why each absent association is not participating; no boycott reason is inferred from the participant list.
